He's being held at the Hunterdon County Jail in lieu of $75,000 bail.
Haspel is charged with official misconduct, attempting to endanger the welfare of a child and attempting to transmit obscene materials to a minor.
He faces a maximum sentence of 20 years in prison if convicted on all charges.
A spokesman for the state Attorney General's Office said it has not been notified about legal counsel for Haspel.
