Light-rail service is proving to be a financial drain for New Jersey Transit. The Hudson-Bergen system is one of the biggest money losers, in spite of a 10 percent fare hike.

It earns barely a third of the $45 million it costs each year to keep the line running.

The line depends on an honor system for ticket collection.
