Police say the 19-year-old driver of the car, traveling at high speed, lost control on the exit ramp from the Belt Parkway at Knapp Street and hit a utility pole.
One man, a passenger in the car, died at the scene. He was later identified as Devon Burgess, 23, of Brooklyn.
The driver and two women in the car were injured. Their names have not been released.
The three survivors were taken to Staten Island University Hospital North. They were listed in stable condition.
