It would handle 3,500 tons of garbage a day.
Opponents are concerned it would attract birds, creating a hazard for planes.
Concern over bird strikes was renewed last April when a Delta flight had to make an emergency landing at JFK Airport, after birds were sucked into the plane's engine.
