Authorities say 38-year-old Deodhram Singh is charged with harassment and endangering the welfare of a child.
Albany police say he followed a fifth-grade girl home from school, repeatedly asking her if she wanted to make some money.
Her grandfather was able to track him, and Singh was arrested.
He has been suspended without pay for 30 days.
