Flames could be seen shooting through the roof of at least one of the apartment complexes and out of the garage of another.
At least 12 housing units were engulfed in flames, displacing more than 100 residents.
Ten people suffered minor injuries.
Firefighters are investigating what caused the blaze.
A woman who lives at the complex says residents are working with the developer to help find alternative housing.
