Surveillance video showed the suspect dragging the victim by her neck at 5:40 a.m. on Memorial Day. The woman was walking, her morning exercise, heading south on Madison Avenue. When she got to East 83rd Street, the man grabbed her, pulled her to the side of a building and down some stairs, and then sexually assaulted her.
The NYPD says 32-year-old Jeffrey Ritter, of Brooklyn, has been arrested on charges of criminal sexual act, robbery and sexual abuse.
The woman is recovering in the hospital.
