Firefighters made the surprising discovery of the kids while investigating the source of a water leak into a lower-level apartment in the Brownsville section of Brooklyn.
A woman who lives in the apartment building called 311 after water started filling her light fixtures on the ceiling. She said she never heard the kids living upstairs cry or scream while they were alone.
The kids, ages 1, 2 and 4, were apparently in the top floor apartment long enough for the water to overflow.
At this point no one is saying if Torres left the water running, or if one of the kids turned the water on.
When Torres returned home, she was taken into custody.
Torres is charged with endangering welfare of her children.
