NEW YORK (WABC) -- The man police say was caught fondling himself during a subway rider's profanity-laced viral video has been arrested in connection with that incident and a similar one in December of 2015.
Now, 23-year-old Kevin Cuffe is charged with two counts of public lewdness.
Deanna Carter's Facebook video post, which shows her shaming the suspect, has been watched more than 3 million times.
"Tell me why this dude was rubbing his penis sitting across from me," Carter wrote. "I went off! I'm so mad right now."
In the video, she publicly calls out the man, who had a backpack on his lap with his hand underneath.
"What the **** are you doing?" Carter said. "You want to do that freaky s***, you do that freaky s*** off the mother******* train."

Carter told Eyewitness News that the man was staring at her as she got on the No. 2 train at 14th Street on the afternoon of Monday, August 15, sitting across from her on the train. At first, she tried to ignore him, but then she heard a young girl ask what that man was doing as he moved his hand under his backpack. Carter -- a mom and grandmother -- snapped.
Her anger grew by the second as she recorded the situation. Her volume increased, and as the train pulled up to the next stop, she made it clear she wanted the man off the train.
"Get off this train with that freaky ****," she said, ordering him off the subway at the Times Square stop.
"I apologize for my language," she said. "I know it was very, very, very abrasive."
Still, she said she would do it all again if she were to see someone else acting inappropriately.
