CHESTER, New York (WABC) -- A second person was arrested in the probe of [url HREF="http://abc7ny.com/news/4-bodies-found-at-property-linked-to-ex-cop-charged-with-murder/1665326/" TARGET="" REL=""]four dead bodies found in Chester, Orange County in 2016[/url][/url] on the property owned by former Briarcliff Manor police officer Nicholas Tartaglione.[br /][br /]Joseph Biggs was arrested in Hastings-On-Hudson Thursday morning by federal agents. He will appear in federal court in White Plains on charges of kidnapping, narcotics conspiracy and unlawful use of firearms.[br /][Ads /][br /]Biggs is the second person to be arrested in the deaths of four men, Martin Luna, Urbano Santiago, Miguel Luna and Hector Gutierrez in a suspected cocaine deal gone bad.
