He was found to have a realistic-looking replica of a gun, a knife and handcuffs, according to authorities.
Jabbour is also accused of trying to pull over a car on the highway.
Police also say he has pretended to be a police officer at other DMV offices, but instead of trying to cut the line, he helped people with their paperwork.
