Official charged with raping teen

HEMPSTEAD, N.Y. North Hempstead budget director Owen Sinclair is being held without bail after his arraignment Wednesday on two counts of third-degree rape. The 46-year-old faces up to four years in jail if convicted.

He is represented by the Nassau County Legal Aid Society, which has a policy of not commenting on pending cases. There is no phone listing for his Oceanside home.

Nassau County Detective Sgt. Anthony Repalone says Sinclair was pulled over for suspicious driving Tuesday while heading to a motel with the girl. Police say the two had had sex twice before.

Under state law, someone older than 20 who has sex with someone younger than 17 can be convicted of third-degree rape.
