Gov. Dannel P. Malloy visited the town Wednesday evening to tour damage with Mayor Robert Mazzo, who declared a state of emergency at 4 p.m. because of widespread street flooding.
Mazzo said in a blog post Wednesday evening that most roads are now passable but some streets weren't fully open because of pavement damage and debris removal. A travel advisory remained in effect in town.
The mayor's blog said more than 5 inches of rain was unofficially reported.
The Naugatuck senior center was opened as a shelter for people who had to leave the apartments. No injuries have been reported.
The Red Cross says residents of 50 apartments have been affected by the flooding.
