There is a law already on the books, but Vacca and other City Council members want to increase the current $100 fines for delivery cyclists who illegally ride on sidewalks.
The proposal would create a new unit of enforcement officers to ticket violators.
The law would also fine restaurants and other businesses that use delivery bicyclists who violate the rules.
