WTC owner pledges 9/11 memorial by 2011

NEW YORK That's according to officials who tell The Associated Press about ongoing talks to revise budgets and construction schedules for all projects at ground zero.

The Port Authority of New York and New Jersey is putting out a report next week. But officials familiar with the talks say the agency is proposing building a few columns in a transit hub underground mezzanine that had been designed without columns. The new estimate for completing the hub is 2014, five years later than once planned.

The agency also plans to build the aboveground memorial plaza by Sept. 11, 2011, the 10th anniversary of the attacks.
