Neighbors say the father had been outside doing yardwork when he heard screaming in the house. The father took the young girl to a neighbor, who was a nurse.
Another daughter, who is 6, was conscious but lethargic. She was taken to Morristown Memorial Hospital with non-life-threatening injuries.
Neighbors say the mother, identified as 33-year-old Jenny Lizette Erazo-Rodriguez, slit her own wrist before taken into custody.
"There was blood on her pajamas," neighbor Chrystina Simpson said. "They walked her past a couple of houses, to get her to the ambulance."
The family had moved into the neighborhood just six months ago. Neighbors said the mother had recently been treated for a mental illness.
Erazo-Rodriguez is being charged with murder, attempted murder and endangering the welfare of a child.
Bail was set at $1 million.
