Authorities say two housing officers arrested Kentrel Whitaker on East 105th Street.
They say he sexually assaulted a 73-year-old woman who was jogging near the footpath on the FDR Drive and East 111th Street two weeks ago.
They say he first grabbed her and threw her to the ground.
Whitaker is charged with attempted rape and assault.
