A published report says Congressman Jerry Nadler believes the return of two-way tolls might ease traffic congestion.
The toll from Staten Island to Brooklyn was eliminated in 1986. That led to a boom of toll-avoiding traffic into Lower Manhattan.
The MTA says all-electronic toll collection in coming years could settle the debate.
