Police say the suitcase was found while DPW crews were cleaning brush on the side of Sprain Road and Chatham Terrace.
Workers say the suitcase had a foul odor coming from it, and they called police.
The Medical Examiner will make a determination on Tuesday on what was actually in the suitcase.
Police continue to search for evidence in the area.
