On the video, the driver is seen parking a vehicle suspected in a deadly hit and run in late December.
The man walked around to the passenger side of the 1999 Suzuki Vitara and then walked away.
Minutes later, the vehicle erupted in flames.
The driver killed a 23-year-old pedestrian.
So far, there are no arrests.
