Someone called 911 to report the incident.
Officers on the scene quickly reviewed surveillance footage.
Police say the surveillance video shows a man who reached out and grabbed the shoulder of a 7-year-old girl as she was preparing to leave with her party.
The man did not attempt to pull the 7-year-old away and was reportedly startled off after an adult said something to the man.
No one was abducted, and everyone is safe.
The man is described as a white male, in his early 20's with black hair, wearing a black fleece type jacket and blue jeans.
He may have been with a Hispanic woman with her hair pulled back in pony tail. Police believe the pair left in a small maroon sedan.
The Youth Bureau is continuing the investigation.
