Nassau County Police Officer James Imperiale says Veronica Cirella is scheduled to be arraigned at her bedside at a local hospital.
The 31-year-old was taken there after authorities found her in the basement of her Plainview home on Saturday afternoon.
Police said she had a cord wrapped around her neck.
Her daughter, 8-year-old Julie Cirella, was lying on a mattress.
She was pronounced dead at the scene.
Authorities said the child was believed to have cerebral palsy.
She was supposed to be a flower girl in her cousin's wedding. Cause of death is pending.
